For the “Cons” Convention of States

Pastor David Whitney graduated from Rutgers University as a Henry Rutgers Honors Scholar with Honors in History. He received his Master’s Degree from Denver Seminary. He has pastored churches in New Jersey, Colorado, Florida, and Maryland for more than 40 years. He is currently the Pastor of Cornerstone Evangelical Free Church of Bowie, Maryland.

In addition, for more than 22 years he has been teaching the Christian heritage and history of our country with the Institute on the Constitution where he serves as Senior Instructor. He is the Author of numerous Courses at the Institute as well Radio show host of ‘We the People the Constitution Matters’. His show can be heard on Friday at 8 am live or anytime on the podcast. He speaks on Constitutional issues around the country, to civic, homeschool, and church groups. He conducts classes on the US Constitution, the Duty of the Jury, the History of America’s founding, the Sheriff and Citizen, Fundamental Principles of Freedom, and the Maryland Constitution (which by the way is the only course on the Maryland Constitution offered anywhere).

He has also been active in the pro-life cause and defending the family on the street as well as in the State Legislature. In 2006 he ran for State Delegate against the 3rd most powerful man in the Maryland State House. He has also run for County Council and for County Republican Central Committee. Though he did not win a seat, his message resonated with many as he called for a return to Constitutional government in the State of Maryland.

Delegate Mark N. Fisher has been a Member of the House of Delegates since January 12, 2011 (representing District 27B, 2011-15; District 27C since January 14, 2015). Member, Economic Matters Committee, 2015- (banking, economic development, science & technology subcommittee, 2015-18; property & casualty insurance subcommittee, 2015-; public utilities subcommittee, 2015-; business regulation subcommittee, 2019-22; Workers’ compensation subcommittee, 2023-Present). Member, Ways and Means Committee, 2011-15 (revenues subcommittee, 2011-15). Deputy Minority Whip, 2013. House Chair, Calvert County Delegation 2011-Present Member, Tri-County Council for Southern Maryland, 2011- (executive board, 2011-; 1st vice-chair, 2013; 3rd vice-chair, 2011, 2017, 2020-21). Member, Southern Maryland Agricultural Development Commission, 2015-19.
